Iraq signs up for USD4.2 billion of Russian arms

The Iraqi government has signed a USD4.2 billion contract for the supply of military equipment from Russia, the Russian government announced on 9 October 2012.
A document released by the Russian government at a meeting between Prime Minister Dmitry Medvedev and Iraqi Prime Minister Nuri al-Maliki show that it is to supply Iraq with, among other things, 30 Mil Mi-28NE 'Havoc' attack helicopters and 42 Pantsir-S1 self-propelled short-range surface-to-air missile systems.
Although not confirmed, Russian state media has also mooted the possibility that the deal could include MiG-29 'Fulcrum' fighters, armoured vehicles, and other weapon systems.
According to reports, the deal for the equipment was struck following meetings between the two governments in 2012, but details have just now been revealed. The reports do not specify a delivery date.
ANALYSIS
Prior to the Gulf War of 1991, Iraq was a major importer of military equipment from the then-Soviet Union, and Russia would have held out hopes that its pre-eminent position in this market might be restored with the lifting of sanctions following the fall of Saddam Hussein.
However, while a new arms deal between Iraq and Russia had been widely expected, the scale of this contract will have come as something of a surprise.
